RE: Official Press Release of the TPNPB OPM Central Headquarters

The TPNPB-OPM has carried out a national struggle for liberation for over 5 decades to free the West Papuan people from the oppression of the Indonesian military dictatorship. The liberation struggle is based on the constitution declared in 1971 by  Organisasi Papua Merdeka (OPM) or Free Papua Movement. The 1971 Republic of West Papua constitution and declaration of independence was further recognised by Vanuatu and Senegal.

The right to self-determination and independence is guaranteed under Chapters XI and XII of the United Nations Charter and UN resolution 1514 (XV).  Furthermore, the right to attain independence by colonial territories such as West Papua by all means available is guaranteed under UN resolution 2621.   The OPM and its military wing TPNPB have not shifted from this position until today.

TPNPB-OPM denounce the recent press release by the West Papuan diaspora group ‘United Liberation Movement for West Papua’ (ULMWP) where they claim to be establishing a provisional government and a new provisional constitution. ULMWP was only created in 2014 in Port Vila, Vanuatu and is led by West Papuans living in Australia, The US, and the UK. ULMWP does not have the support or recognition of TPNPB-OPM members in West Papua.

TPNPB-OPM believes the announcement by ULMWP to create a provisional government is an act of treason against the West Papuan people. TPNPB-OPM also questions the motives of the ULMWP leadership who have never been part of the liberation struggle inside West Papua and live in the privileged safety of Oxford in the United Kingdom.

The Melanesian Spearhead Group (MSG) also recognises that ULMWP is only a diaspora group of West Papuans advocating for a referendum and is also fully aware that TPNPB-OPM is the body inside West Papua leading the guerrilla war and struggle for independence. This was announced by the Chair of the MSG in Honiara, Solomon Islands in 2015 where all West Papuan delegates witnessed the communique. Without the inclusion and support of TPNPB-OPM, the MSG only provided “Observer Status” to ULMWP rather than full membership of this regional body.

Claims by ULMWP that it is comparable to the Kanaky / New Caledonia’s Front de Liberation Nationale Kanak et Socialiste (FLNKS) are also incorrect. Kanaky / New Caledonia is already listed with the UN Decolonization Committee and therefore FLNKS is entitled to full membership of MSG. So, we say to ULMWP, don’t deceive the people with empty hopes, and don’t deceive us who are fighting in the jungle. And don’t attempt to replace the 1971 constitution which has been recognized by the people and the world.

We fight in the jungle and survive against the sophisticated military weapons of the Republic of Indonesia and adhere to the 1971 Constitution. We will not allow diaspora groups such as ULMWP to destroy the struggle of the people of West Papua or claim to represent the people of West Papua. Such attempts to change OPM’s 1971 constitution by ULMWP are acts of sabotage and clearly aim to destroy the unity of the West Papuan people and our struggle for independence.

TPNPB-OPM has been fighting with the spirit of the constitution that was born with this holy struggle and stained with the bloodshed of the Papuan freedom fighters and the people who are massacred by the Indonesian military. This struggle has been occurring many decades before the ULMWP was born. TPNPB-OPM is not surprised with the achievement of the struggle by the Papuan people at this time and continue the fight for freedom. The TPNPB-OPM risk their lives in front of the muzzle of Indonesia’s weapons, not residing in the luxury of Oxford in the United Kingdom but in the jungles of West Papua.  TPNPM-OPM thus warns ULMWP not to attempt to represent the West Papuan people with the proclamation of creating a provisional government and provisional constitutions.

We the people of West Papua together with the TPNPB-OPM have our own constitution, cabinet, and representatives both inside West Papua and abroad. We will maintain OPM’s 1971 constitution until independence is achieved.
